Türkiye is either already a member of these international organizations or aims to join them.

United Nations Economic Commission for Europe (UNECE)

One of the organizations that direct road transport is the United Nations Economic Commission for Europe (UNECE). UNECE, comprising many committees, hosts working groups such as "Combined Transport," "Road Traffic Safety," "Inland Transport Committee," "Transport of Dangerous Goods," and "Transport of Perishable Goods."

Major agreements that resulted from negotiations in UNECE's Inland Transport Committee, and to which European Union countries also adhere, include:

CMR Agreement: About the International Carriage of Goods by Road Contract. This agreement, which Türkiye has finalized its procedures to be a party to, has been in force since October 30, 1995.

TIR Convention: About the International Transport of Goods under the Protection of TIR Carnets. This agreement, accepted in Türkiye in 1985, is still valid today.

ADR-European Agreement: Concerning the International Carriage of Dangerous Goods by Road. ADR came into effect on January 29, 1968. The ADR regulation has been revised several times since its inception. The latest version, ADR 2003, came into effect on January 1, 2003. Although Türkiye has taken steps to join this agreement, the regulation has not yet been enacted in Türkiye.

Türkiye also follows subjects related to land transport within international organizations like the Black Sea Economic Cooperation (BSEC) and the Organization of Islamic Cooperation (OIC) and is working towards participation.

Southeast European Cooperation Initiative (SECI) 

The Southeast European Cooperation Initiative (SECI) is among the international organizations effective in road transportation. Formed with the participation of 11 different countries, SECI is supported by the United Nations Economic Commission for Europe and the European Conference of Ministers of Transport (ECMT). With this initiative, the aim is to make border and customs transitions for road transportation easier among the countries in the region and to increase the total trade volume. In line with these goals, a "Memorandum of Understanding" has been in force since 1999 among participating countries. SECI evaluates projects formed by the Agenda Committee. The member countries jointly work on these projects. Both elected and voluntary individuals are included in the committees formed for these projects. Like other countries, Türkiye participates in SECI's projects with a delegation of official institutions and private sector representatives.

European Conference of Ministers of Transport (ECMT)

Founded in 1953, the European Conference of Ministers of Transport (ECMT) aims to harmonize European customs and transportation legislations and facilitate border transitions. Turkey is among the countries that joined the foundation of ECMT. The countries that signed the 16-article agreement and are founders are Germany, Austria, Belgium, Denmark, France, the Netherlands, England, Spain, Italy, Switzerland, Luxembourg, Norway, Portugal, Turkey, and Greece. With successful efforts and results, the organization expanded its influence to 41 countries, including Central Asia and North Africa. The permanent secretariat of the organization, which includes Türkiye among its founding members, is located in Paris, France. Priority agenda items include the development of transportation, environmental protection, and road traffic safety. ECMT documents vary according to their validity in different regions. They can be categorized under four headings:

The International Road Transport Union (IRU) represents the global transportation sector, encompassing carriers, operators, trucks, buses, and even taxis. Established in Italy in 1948, the organization has 151 members across 68 countries. The IRU aims to ensure that the processes of transporting goods and people are environmentally friendly, secure, and of high standards. One of the union's primary functions is to guarantee goods transportation under the TIR system. Its other roles include:

Ensuring safe road transportation practices.

The International Federation of Freight Forwarders Associations (FIATA) was established in 1926 in Vienna, the capital of Austria. Operating with a non-governmental organizational status, FIATA represents over 40,000 forwarders and logistics firms in 150 countries. Among the primary objectives of FIATA, which seeks to unify the forwarder sector through national organizations, are:

When exporting to these countries, providing notification 24 hours in advance for security reasons is necessary. The AMS system is one of the measures the USA takes to address potential security threats. This system, which occurred in 2004, has modernized the maritime inventory system. Besides maritime transport, the tracking system is also used for air, rail, and road transportation.

The USA's transportation application is, in fact, a simple and easily understandable system. According to the conditions set by the U.S. Customs and Border Protection Department, all ships entering or passing through U.S. waters must provide information about their cargo contents. Therefore, it is essential that the AMS document is uploaded into the system with the required information before the ship docks at U.S. ports. AMS documentation is done in two ways:

Cargo Reporting: The Importer Security Filing (ISF) document, along with other required documents, must be filled out and submitted 24 hours before loading in the specified mode of transportation.

Transport Report: The customs entry declaration must be submitted before the ship enters the port.

The advantages of AMS reporting used by the USA and Canada are as follows:

Faster processing of procedures, eliminating unnecessary paperwork.

Since all processes are managed digitally, saving files for future operations is easier.

If the AMS process is not completed, and the competent authorities cannot obtain the necessary information about the carrier and the goods it carries, the following situations may occur:

The carrier and the cargo may be detained for a certain period, disrupting the transportation process.

What is ISF (Importer Security Filing)? 

Due to strict security regulations in the USA, exports to this country are thoroughly examined. The approval of exported goods depends on the Importer Security Filing (ISF). According to the ISF rule, also known as 10+2, defined pre-registration must be electronically submitted to the U.S. Customs and Border Protection office 24 hours before the ship departs from the loading port. Failure to do this in a timely or correct manner may result in fines of up to $10,000. If incomplete filing is detected for your shipment to a U.S. port, you may face a lengthy customs inspection process that requires a specific payment.

ISF is also called 10+2 because it requires the presence of 10 essential pieces of information and data on the "Vessel Stow Plan" and "Container Status Messages."

The 10 essential pieces of information requested by the U.S. Customs and Border Protection are as follows:

Manufacturer or supplier's name and address

Name and address of the party responsible for transportation after customs clearance

The location where the container was loaded

Name and address of the party stuffing the container

Establishing standards and protocols that must be adhered to for all processes from the supply of medical products, to storage and transportation, the GDP directive achieves harmonization and standardization in the distribution of medical products and drugs among member countries.

In this context, the European Commission published the Guideline on Good Distribution Practices for Medicinal Products for Human Use on November 5, 2013. The scope of the guideline can be listed as:

Quality Management: All processes and activities should be carried out following standards and at a high level of quality.

Personnel: For the effective implementation of good distribution practices, staff should possess the necessary skills and receive the required training.

Facilities and Equipment: Infrastructure and vehicles should ensure the proper conditions for storing and distributing medicines.

Documentation: Activities conducted, all processes, and transactions should be detailed, recorded, and monitored. For easy access to past activities, records should be kept electronically.

Operations: All operations should be conducted respecting the label information and characteristics of the product. To prevent counterfeit products from entering the supply chain, the Drug Tracking System (DTS) should be used.

Complaints, Returns, Counterfeit-Smuggled Products, and Recalls: Procedures prepared for situations encountered under these headings should be strictly followed, and potential problems should be addressed promptly.

Outsourced Activities: In outsourced services, the work details should be clearly defined, monitored throughout the process, and conducted under contracts.

Internal Audits: Businesses should periodically conduct quality controls and evaluations internally and take precautions against potential errors.

Transportation: During product transport, conditions like temperature and humidity should be consistently optimal, and products should be protected from damaging factors.

Specific Provisions for Brokers: Individuals or legal entities that only broker the sale or purchase of medicinal products for human use should also be documented, and their activities should be subject to the same standards.

The European Commission published an additional guide on Good Distribution Practices for Active Substances of Medicinal Products for Human Use on March 19, 2015. This new guide aligns precisely with the Good Distribution Practices principles published on November 5, 2013. It provides detailed standards and guidelines expected to be followed by importers and distributors of active substances during distribution processes.

Good Distribution Practices affect every aspect of transportation and warehouse management. For instance, most medical products should be stored and transported within a specific temperature range. This necessitates appropriate temperature-controlled transportation and storage conditions.

During the transportation and storage of medicines, it's essential to maintain appropriate temperature, humidity, and security conditions. This is critical to ensure that products reach their destination without degradation or loss of efficacy.

GDP requires full traceability and transparency throughout the supply chain. This provides rapid intervention and product recalls during counterfeiting or quality issues.

Companies wishing to obtain this certificate must meet various criteria, from supply processes and storage conditions to transportation and recall procedures.

These certificates are typically provided to organizations following annual inspections and are pivotal in international trade. Having these documents ensures that pharmaceutical distribution companies produce, store, and transport medicines under appropriate conditions.
